Who is IARWC

IARWC is a Not-for-Profit corporation organized as local business to produce drinking water for several communities and entities alike. The concept is simple, several communities and entities came together to form an entity unto itself, as to produce and sell back to those memberships of IARWC that is comprised of local communities and entities.   

The whole purpose is to provide drinking water with shared resources for all! The goal is to produce drinking water in large quantities, resulting in lower production costs. This is known as "Economy of Scale" and, when done properly, is savings for all. That's the goal! To produce your drinking water at the local level, with local control, with all communities and entities having a place at the table that controls the operation of production costs.

Progress Being Made

At this time, Alluvial has 152 of 185 easements. To those property owners who have signed  IARWC extends a warm thank you!  The project is a community effort and will be made up of local representation from all the different communities that IARWC will serve - an estimated 35,000 in population. This ensures local control of the daily operation.

IARWC will be working through the rest of 2026 on securing the remaining easements. The project is currently broken into 4 stages, with stage 1a under construction as of January 2026. Then stage 1b is anticipated to be bid by 2027, with Phase 2 and 3 thereafter.  If you should have any questions regarding the easements, please feel free to contact Blaine Hanneken at 618 498 7708 or Mark Voumard at 618 259 0935.


The Alluvial Board approved to divide the original project up into four separate stages.

  • Stage 1a is under construction and consists of 2 wells, raw water line from the wells to the water plant, 8MGD water treatment plant, and finished water line from the water plant to St. Mary's Road.
  • Stage 1b will consist of 3 wells and well houses, additional work at the water treatment plant, 2MG elevated water storage tank, and finished water line from St. Mary's Road to near Highway 67.
  • Stage 2 will consist of the finished water line from near Highway 67 to Stagecoach Road.
  • Stage 3 will consist of the finished water line from Stagecoach Road to Carlinville.

Additional funding through IEPA, Rural Development, and congressionally directed spending will be sought for the anticipated upcoming construction of the different phases.
